My fourth toe on both feet is shorter than the others could this be brachymetatarsia? Is there a place in Lucknow that does surgery for this and how much would it cost?

I've been having this ache-like pain when I lift my left hand or lean on my left elbow, and it's been going on for about 23 years now. It's weird because the pain goes away if I keep doing the movement repeatedly. Sometimes, touching my chest on the left side hurts, but other times I don't feel anything.
