My right eye doesn't open as much as my left one, and it makes them look uneven. Would eyelid surgery help fix this so they match better?

I have a blood spot right in the center of my retina in one eye, and it's causing blindness. Is there any surgery that can remove the blood spot and restore my vision? Also, if a retina transplant is possible, are there any hospitals in India that do this procedure?
