Hi all, I recently had a fasting blood sugar test, and the result came back as 95. Can someone explain what this means and provide suggestions?

I was also previously hospitalized for fluid in the lungs and slow heart function, but I have recovered. As per my blood report, GHb (HbA1C) is 10.3. Does this mean I am diabetic? Can it be reduced? I have never had any symptoms of diabetes.
