I have flat feet and it's making walking really painful would surgery be the best option or should I try orthotics first? I'm not sure what to do and worried about long-term issues

I broke my tibia and fibula back in late July 2016 and had to get surgery where they put in a titanium rod for healing. I work in an IT services company here in Bangalore, and right now the pain has lessened and the swelling's down, but my leg still doesn't feel strong enough to handle weight.
