I have skin allergies, allergy on the scalp, and rashes on the body. I take cetirizine daily. If any tests are required, please let me know. My skin is oily and combination type?

I am a plumbing worker, and I was diagnosed with this disease. The above medicines were taken in different dosages, and during the medication period, I was fine. What is the normal value of IgE level. My report shows 291 and I have chronic urticaria. Am I allergic. Does antihistamine reduce IgE level?
