I've got these white itchy bumps on my scrotum. At first, I thought it might be a fungal infection, but now I'm worried it could be some type of STD. Could you tell me what these might be?

I'm 24 and have small xanthelasma under both eyes should I get them removed by a dermatologist or an ophthalmologist? Will they come back after surgery, and is there a risk of scarring?
Xanthelasma can be removed by dermatologist using laser or cautery; ophthalmologist is needed only if it's near eyelid margin—recurrence and mild scarring are possible.

I had eye herpes a while back in October 2016, and since then I've been left with these scars on my forehead. It's been about four months now. I've been using Demelan cream twice a day, and at night, I apply Aziderm cream for about 15 minutes. Is there anything else I should be doing, or do you think this routine will eventually help with the scars? I'm a bit worried and would love some advice.
