Can someone please explain if WBC (TLC) count rises only in bacterial infections, or can it also increase in viral infections?

I have been taking medication for anxiety for the past 5 years, mostly on an SOS basis. After recovering from COVID last year, I began experiencing occasional weakness and dizziness, but these symptoms would come and go. I have done a semen analysis, and my doctor told me that I am suffering from low sperm count. The normal sperm count is more than 60 million to 120 million with motility 80 percent. My report shows volume 1.5 ml, sperm count 32 million, motility 65 percent, and the highest motility 48 percent.
