My creatinine level is 1.31 mg/dL. Does this indicate kidney failure? Is it dangerous, and do I need to consult a specialist?

Creatinine 1.31 is slightly high. May be due to dehydration, high protein diet, or early kidney stress. Repeat KFT, and drink more water. Consult if rising further.
